Abstract

Mangrove degradation in Segara Anakan Lagoon, Cilacap, poses significant threats to coastal ecosystems and vulnerable communities amid climate change. While multi-stakeholder approaches have gained attention, the role of pentahelix collaboration in achieving climate justice remains underexplored.  This study aims to systematically review and analyze existing literature on pentahelix collaboration in mangrove conservation for climate justice in Indonesia, with special reference to Segara Anakan Cilacap. Using a qualitative systematic literature review approach, this study synthesizes peer-reviewed articles, government reports, and NGO documents published between 2015 and 2025. Data were analyzed through thematic content analysis to identify patterns of actor engagement, governance mechanisms, and justice outcomes. The findings reveal that pentahelix collaboration enhances mangrove restoration but faces structural barriers in equitable benefit-sharing and inclusive decision-making. Local communities often remain peripheral in governance despite being primary ecological stewards. This study contributes to the discourse on global-local solidarity by proposing an inclusive framework for climate justice in coastal conservation
